Explanation of certain pip commands/Upgrading pip

I’m a beginner in programming and have recently begun teaching myself python. I have a question which I’m surprised I couldn’t find the answer to in the pip documentation. Looking at commands for installing modules online, I’ve seen people enter both:

“python3 -m pip install somepackage”
“pip install somepackage”

I just would like to know what the -m refers to.

Also (unrelated) but I have both Windows and Mac. Both have had pip 18.1 installed. However, I just upgraded my windows to 19.1. But when I enter the command to upgrade pip on my mac, it says 18.1 is the current version. Any thoughts?
